Millcreek City Councilmember Thom DeSirant says the city is reviewing every Flock license plate reader within its borders after officials discovered one installed on city property without authorization. Millcreek says neither the city nor the police have a contract with Flock, and officials still do not know who installed the camera or who had access to the data it collected.
