David Chappell, a civil engineer, is running as a Democrat for the Utah House of Representatives and seeking a seat in a traditionally GOP-controlled district in Provo. Despite House District 62’s long history of Republican representatives, Chappell is feeling hopeful. He said he thinks people are ready for a fresh perspective.
